As I recall, Barry Boehm's Spiral Model was the first formal presentation of an Incremental, Iterative Development (IID) structure. In that sense it was a precursor of all modern evolutionary processes. However, his intent emphasized the iterative aspect and the iterations really involved feedback of the current cycle into the initial design. IOW, the iterations were primarily refining the design against the original requirements rather than introducing new requirements for each iteration.
